Any person not an authorized officer or employee of the town and not authorized by the town or its officials so to do, who in any manner cuts, breaks, connects, disconnects, tampers with, discontinues or disfigures any of the poles, wires, attachments, meters, appliances, apparatus or machinery pertaining to the electrical system of the town shall be deemed guilty of a misdemeanor.
