9-1-2: AVAILABILITY OF SERVICE:

Any person desiring electrical service within the town, either for residential or commercial use, shall be entitled to such service only from the town or under franchise from the town in accordance with the terms and conditions of this chapter, except as limited by section 9-1-7 of this chapter.
