No person shall cause or permit snow, ice or other debris to be deposited upon a public street, alley or right of way without prior written approval from the governing body. Any such deposit shall be prima facie evidence that it was so placed by the owner, occupant or manager of the adjacent tenements or grounds. (Ord. 186, 12-1-1982)
