The outside edge of all sidewalks (the edge facing the street or road) shall be located so as to abut the curb adjoining such street or road unless prior written approval for a different location is obtained from the town council; provided, that this section shall not apply to sidewalks existing prior to the effective date hereof until and unless such sidewalk or sidewalks require reconstruction; and provided further, that if no curb is in existence, then such sidewalk shall be located as determined by the town building inspector.
