Nothing in this subchapter shall restrict or limit the authority of the Council to suspend for up to 60 days or revoke a license, to impose a civil fine not to exceed $2,000, to prosecute an offender in criminal court, or to impose conditions or take any other adverse action in accordance with the law, provided that the license holder has been afforded an opportunity for a hearing in the manner provided for by law.
