(A) The municipal “on-sale” and “off-sale” dispensaries shall be at the places as the Council shall determine by motion, and may be either leased or owned by the city. No premises upon which taxes, assessments or other public charges are delinquent shall be leased for municipal liquor store purposes.
(B) Municipal “on-sale” and “off-sale” dispensaries shall be in the charge of the person known as the manager, who shall also be selected by the Council and paid the compensation determined by the Council. The manager shall have charge of the operation of the dispensary and shall have authority to purchase supplies as are necessary. No person under age 19 shall be employed in the municipal dispensaries.
(C) All employees, including the manager, shall hold their positions at the pleasure of Council.
