§ 71.04 TIME LIMIT AND WINTER PARKING PERMITS.
   (A)   (1)   It shall be unlawful for anyone to park motor vehicles, equipment or structures on a residential street or alley in the city for more than 24 consecutive hours, without a special written permit from the City Administrator.
      (2)   It shall be unlawful for anyone to park motor vehicles, equipment or structures on a street or alley in the city between the hours of 2:00 a.m. and 6:00 a.m. between November 1 and April 15 of the following year, those dates inclusive.
      (3)   Parking in designated areas for a period in excess of two hours is prohibited unless otherwise posted.
      (4)   Parking in designated areas for a period of more than 30 minutes is prohibited unless otherwise posted.
   (B)   (1)   Parking permits allowing permitted vehicles to be parked overnight in that certain municipal parking lot located at the southeast corner of Park Street and First Avenue may be issued to the owners of vehicles who live in the apartments located within those areas of the city zoned CBD. The permits shall be valid from July 1 of the issuance year and expire on June 30 of the following year.
      (2)   The fee and procedures for the permit shall be set by motion of the Council and may be changed from time to time with the initial charge being set at $25.
