(A) Each license under this chapter shall be valid for up to one year (prorated) and is nontransferable and nonrefundable. No license shall be issued until the appropriate fee is paid in full. The annual fee for every license shall be set by resolution of the City Council.
(B) The billable transaction license fee shall reflect the cost of processing transactions and other related regulatory expenses as determined by resolution of the City Council, and shall be reviewed and adjusted, if necessary, every six months. Licensees shall be notified in writing 30 days before any adjustment is implemented.
(C) Billable transaction fees shall be billed monthly and are due and payable within 30 days. Failure to do so is a violation of this chapter.
