§ 70.05 PROHIBITED EQUIPMENT AND ANIMALS.
   (A)   It is unlawful to operate any vehicle or equipment of any type whatsoever not equipped with pneumatic tires, a pneumatic tire being a tire in which compressed air is designed to support the load.
   (B)   It is unlawful to ride or otherwise permit an animal with shod hoofs upon any street or alley in the city, except for those participating in a parade or other function specifically authorized by the city.
   (C)   In addition to other applicable laws and ordinances, it is unlawful for any vehicle, other than those displaying valid passenger or recreational class license plates, to be parked or stand on any city street, alley or property located within any residentially zoned area (R-1, R-1A, R-2, R-3 and R-4) within the city. The only vehicles exempt from this specific section are:
      (1)   City maintenance vehicles;
      (2)   Refuse vehicles owned by companies currently licensed by the city;
      (3)   Construction equipment being used to perform tasks for which the city has issued a right-of- way, building or impervious surface or other appropriate permit;
      (4)   Utility vehicles (gas/electric/telephone) servicing, installing or repairing services;
      (5)   Fire trucks, ambulances and other public safety vehicles while in service;
      (6)   In-service delivery vehicles; and
      (7)   Other non-passenger vehicles operating under the express permission of the City Administrator.
