The Council, by resolution, may designate any street or portion of street as a through highway or a one-way roadway where necessary to preserve the free flow of traffic or to prevent accidents. The Chief of Police shall cause appropriate signs to be posted at the entrance to the street. No trunk highway shall be so designated unless the consent of the Commissioner of Highways to a designation is first secured.
