(A) No person shall obstruct or interfere with the use of city sidewalks or trails, except as allowed by this section or other section of this code.
(B) Courtesy benches and plant pots or planters, not less than 26 inches in height, may be placed in such locations upon such conditions as may be authorized by written council permit.
(C) In addition, the Council may designate certain days for public sales or promotions, and on those designated days merchants may utilize portions of the public sidewalk for display and sale of goods consistent with any terms or conditions specified by the Council.
