Upon discovery of a suspected violation, the violator shall either be issued a citation by the city or, at the option of the violator, be given an opportunity to pay an administrative penalty. The city reserves the right to refuse to offer the administrative penalty and instead proceed directly with the misdemeanor prosecutions for a particular offense.
