No person, firm, corporation or place of business shall directly or indirectly or by means of any devise keep for retail sale, sell at retail or otherwise dispose of any tobacco, tobacco products, tobacco-related devices, or electronic delivery devices at any place within the city unless a license therefor shall first have been obtained from the city.
