(A) Business currently located in the commercially or industrially zoned areas of the city upon the date of adoption of this subchapter which are:
(1) Not an allowed, accessory or conditional use within that zone; and/or
(2) Do not meet the off-street parking regulations of the city zoning ordinances may be approved.
(B) The business must otherwise be in compliance with the other zoning regulations.
