(A) Each person or firm shall deposit with the city, a sum as prescribed in the current fee schedule prior to any water being provided to that person or firm.
(B) Each owner of a residence, and industrial or commercial establishment shall be solely liable and responsible for all deposits required and all charges made by the city, for water provided to his, her or their respective properties.
