(A) All property upon which any building has been or any hereafter be erected having a connection with any mains or pipes which may be hereafter constructed and used in connection with the city water supply shall pay the following rates per month: As prescribed in the current fee schedule.
(B) The minimum monthly rate shall be as prescribed in the current fee schedule; the rate shall apply to both residential and commercial use. The city shall permit no free service of water.
