All users of city utilities, shall be amended to include the following: it shall be unlawful for any person, firm or corporation, other than the city, to provide sewer utility service to a property seeking sewer utility service where the property is not connected to the city’s water utility system. Nothing herein prevents the city simultaneously providing or approving service to property seeking both water and sewer utility service.
