Water consumers shall keep their own service pipe lines and apparatus in good repair and condition and shall prevent all unnecessary waste of water. No claim shall be made against the municipality by reason of breakage of any service pipe or service cock, or from any damage by reason of shutting off the water to repair mains, or for other purposes, and in case of neglect or refusal to promptly repair any imperfection in the service pipes, lines, stops or other fixtures, the Director of Public Works may cause the same to be done at the expense of the owner, which expense shall be paid to the municipality before water service is returned to the patron.
