A duly authorized representative or agent of the municipality, bearing proper credentials and identification, shall have the right at all reasonable times to go upon privately owned property for the purpose of inspection of water service lines or mains and sewer connections and drains and all other related lines or equipment. Upon refusal of the right to make such inspections, any duly authorized representative or agent of the municipality shall have the right to disconnect from such privately owned property all municipal sewer and water connections.
