Permits required by this subchapter shall be issued only after an application, in the form of an affidavit, is executed in duplicate and presented to the City Secretary, which application shall be referred to any appropriate city or county officials, such as City Engineer, City Attorney, Fire Marshal, County Attorney, County Treasurer, County Planning Department for recommendations to the City Council which must consider the application and approve or deny such application.
