No person appointed as a reserve police officer may carry a weapon or otherwise act as a peace officer unless he or she has been approved by the Chief of Police and the City Police Commissioner and has been subject to a thorough background check by the Chief of Police and the Police Commissioner on behalf of the City Council, and has otherwise satisfied all of the minimum training standards for the City Police Department.
