(A) The city shall not be liable on account of any claim for specific performance, breach of contract or damages to the person or to any property, or for any character of tort, unless the person, firm or corporation making such claim shall, within 60 days after the time at which it is claimed such cause of action arose or the time such damages were inflicted, file with the Mayor or a Council member of said city a true statement, under oath, as to the nature and character of such damages or injuries, the extent of same, and the place where same happened, the circumstances under which it happened, the conditions causing same, with a detailed statement of each item of damages and the amount thereof.
(B) If any part of the foregoing is held by a court of competent jurisdiction to be involved, the remainder thereof shall remain in full force and effect.
