Any designated employee or representative of the city shall be permitted to gain access to such properties as may be necessary for the purpose of inspection, observation, measurement, sampling and testing in accordance with the provisions of this subchapter. The food service establishment shall compensate the city for all costs of sampling and laboratory analysis in accordance with the provisions of this subchapter. This cost shall be charged in addition to the monthly sewer service charge.
