§ 33.02 APPOINTMENTS; EMPLOYMENT.
   (A)   Full Time Officers: All sworn full time members of the police department other than the chief of police and commanders shall be appointed by the board of fire and police commissioners of the village 1 . The chief of police shall be appointed by the village president by and with the consent of the board of trustees. Commanders shall be appointed by the chief of police.
   (B)   Part Time Officers:
      (1)   Hiring; Discharge; Terms Of Employment. All part time police officers shall be hired by the village administrator and shall be considered at will employees, subject to discipline and discharge by the village administrator. The terms and conditions of their employment shall be set forth in the village's employee handbook. The number of hours a part time officer may work within a calendar year is restricted to not more than 1,000 hours per year.
      (2)   Employee Handbook. The village's employee handbook shall apply to all part time officers except those portions pertaining to full time employees of the village.
      (3)   Hiring Standards.
         (a)   All part time police officers shall be qualified to enter and successfully complete any training mandated by the Illinois law enforcement training standards board.
         (b)   The aforesaid hiring standard shall be submitted to the Illinois law enforcement training standards board, as required by statute.
         (c)   All part time officers employed by the village shall be subject to the following:
            1.   Criminal history check;
            2.   Background and personal history investigation indicating proper qualifications, character and behavior;
            3.   Possession of a high school diploma or equivalent;
            4.   Proof of required handgun training;
            5.   Drug screening analysis;
            6.   Oral interview;
            7.   Psychological exam;
            8.   Medical exam.
         (d)   All part time officers employed by the village must meet all of the following standards:
            1.   Be at least 21 years of age.
            2.   Possess a high school diploma or GED certificate.
            3.   Possess a valid driver's license.
            4.   Possess no prior felony convictions.
   (C)   Commanders:
      (1)   Commanders shall be appointed by the board of police commissioners of the village subject to the applicable state laws, rules of the commission and the qualifications included in the position job description.
   (D)   Sergeants. Sergeants shall be appointed by the board of police commissioners of the village subject to the applicable state laws, rules of the commission, and the qualifications included in the position job description.
