(A) The commission shall appoint a secretary who shall be responsible for taking minutes of meetings, preparing agendas and other duties as prescribed by the commission. The commission shall schedule and conduct meetings and establish rules as are necessary to carry out their duties and responsibilities. For meeting purposes, any 4 commissioners shall constitute a quorum.
