After submission and approval of the tentative plat and prior to commencement of any construction, the engineering report containing the following information shall be submitted and approved by the Board of Trustees:
(A) The profile of each street, showing existing ground line and proposed grades.
(B) The location of all drainage structures, their size, length, and the drainage areas. The sizes of all drainage structures shall be computed by using the rational method for runoff.
(C) A typical cross section of each type of roadway to be built.
(D) The proposed type of surfacing.
(E) Storm sewers, sanitary sewers, tiling either in place or proposed, and the location of all watercourses, and in cases of lowlands and bodies of water or streams, the low and high water marks. All elevations shall be United States Geological Survey data.
(F) Information regarding existing drainage systems in the subdivision, both surface and underground. Where tile exist, their size and location shall be indicated on the topographical map before mentioned. The engineer's opinion regarding the adequacy of the drainage facilities shall be expressed, as well as the basis of any conclusions. If additional tile, drainage ditches, or other structures, their size, location, material, grade, and other pertinent data shall be given. Location of the structures shall be shown on the topographical map. All indication as to when the structures will be built shall be given.
(G) The engineering report, tentative plat, and all other plats submitted with the report shall be signed by an Illinois registered professional engineer and shall bear the imprint of his seal.
