Before any final plat of any subdivision lying in an unincorporated area within a distance of 11/2 miles of the Village limits, that plat shall first be signed by the chairman of the Plan Commission of the Village. This requirement shall go into effect only after the Plan Commission has adopted a master plan covering the specific area which is occupied by the proposed subdivision and after the Plat Committee has been notified in writing that a master plan has been adopted. It is understood that the Plan Commission shall have no right to regulate land use outside of the corporate limits, but shall have the right to make new subdivision street layouts conform to the Master Plan.
