§ 32.88 DUTIES AND RESPONSIBILITIES.
   (A)   It shall be the duty of the commissioners to advise the village board of trustees on lake management issues. It shall be the duty of the commissioners in making recommendations to the village board to take into account the needs of all residents of the village. The final decision on all lake management issues rests with the village board.
   (B)   The lakes commission shall have the following specific duties and responsibilities:
      (1)   Serve in a citizens advisory capacity to the mayor and village board of trustees;
      (2)   Serve as a sounding board for citizen input, inquiry and needs as they relate to lake management;
      (3)   Recommend maintenance work as it relates to shore erosion, water quality, storm drainage, access upgrades and improvements;
      (4)   Recommend the need to contract for management services regarding aquatic weed control, fisheries evaluation and other special and general lake management needs;
      (5)   Review and recommend regarding public beach modifications as they relate to park district improvements and their impact to both neighboring properties and overall general lake usage;
      (6)   Recommend certain needs based on consultation with appropriate qualified advisors regarding wildlife control measures; upstream and downstream wetland and wildlife sanctuary maintenance techniques;
      (7)   Recommend budgetary needs for purchase of capital equipment, including consulting services specific to lake management and ongoing maintenance;
      (8)   Recommend changes and additions to lake use regulations, ordinances and community service officer involvement;
      (9)   Recommend the need for public education programs, seminars, announcements and workshops and assist in their creation, planning and undertaking in conjunction with the village and other outside agencies;
      (10)   Develop and deliver to the village board an annual plan no later than March 1 of each year outlining fundraising recommendations. The village board would own direction and implementation of any aspects of the plan. The plan should include ideas to encourage citizens, organizations and companies to donate funds for the maintenance of the Lindenhurst lakes. The commission shall participate in activities associated with the implementation of the plan.
