The commissioners shall elect a recording secretary who shall be responsible for preparing meeting agendas, taking minutes of meetings and other duties as prescribed by the commission. They shall hold such meetings and establish such rules as they shall deem necessary and proper for the carrying out of their function. For meeting purposes, any 4 commissioners shall constitute a quorum.
