§ 117.13 GENERAL REGULATIONS.
   (A)   The following regulations shall be applicable to holders of any massage establishment license or massage therapist permit issued in the Village:
      (1)   Massage therapist and massage establishment employees and agents must wear clean, non-transparent outer garments covering the sexual and genital areas which shall include the genitals, pubic area, buttocks, anus or perineum of any person or the vulva or breasts of a female.
      (2)   The sexual or genital areas of patrons must be covered by towels, cloths or undergarments when in the presence of an employee or massage therapist.
      (3)   No massage therapist or massage establishment employee or agent shall knowingly place his or her hand upon, to touch with any part of his or her body, with intent to fondle in any manner, a sexual or genital area of any other person.
      (4)   No massage therapist or massage establishment employee or agent shall perform, offer or agree to perform any act which would require the touching of a patron's genital or sexual area.
      (5)   No massage therapist or massage establishment employee or agent shall administer a massage to any part of a patron's body which exhibits any skin fungus, skin infection, skin inflammation or skin eruption, unless a physician duly licensed by the State certifies in writing that such persons may be safely massaged, prescribing the conditions thereof.
      (6)   The occurrence of any event which would render the holder of a massage establishment license unqualified for issuance of such license or permit under §§ 117.04 or 117.09 shall be grounds for revocation or suspension of the existing license.
      (7)   Any license issued under this Chapter shall be displayed in a conspicuous location within the customer area of a licensed establishment.
   (B)   The following regulations shall be applicable to holders of any massage establishment license issued in the Village:
      (1)   At all times during the hours of operation of a massage establishment there shall be present a manager or other employee of the licensee who shall be not less than 18 years of age.
      (2)   No massage establishment licensee under the provisions of this Chapter shall knowingly permit any person to remain in or upon licensed premises who commits any act of public indecency or obscenity as provided in Chapter 134 of this Code.
      (3)   No massage establishment licensee shall employ as a massage therapist any person unless said person has obtained and has in effect a state license.
   (C)   It shall be unlawful for any person who holds a license to operate a massage establishment within the Village to fail to comply with the conditions and regulations set forth in this Chapter or to suffer or permit noncompliance with such conditions and regulations on or within the licensed premises.
