§ 31.108 COLLECTOR'S DUTIES.
   (A)   The village collector shall keep such books and accounts in the manner as the village president and members of the village board of trustees may prescribe. The books and all papers pertaining to the collector's office shall at all times be open to inspection of and subject to examination of the mayor, clerk or any member of the village board of trustees or committee thereof.
   (B)   The village collector monthly shall pay to the treasurer all money collected from any source whatsoever and take receipt therefor.
   (C)   The village collector shall make a report in writing to the village board of trustees, or any officer designated by the board of trustees, on the second Monday of every month, of all money collected by said village collector, the account whereon collected, or of any other matter in connection with said office of village collector when required by the board of trustees or by any ordinance of the village. Also, the village collector, annually between April 1 and April 10, shall make a report to the village board of trustees of all the money collected during the preceding year, the particular warrant, special assessment or account on which collected, the balance of money uncollected on all warrants and the balance remaining uncollected at the time of the returnable warrants which said village collector shall have returned during the preceding fiscal year to the village clerk. The village clerk shall publish the same as required by law.
   (D)   The village collector is expressly prohibited from keeping the money of the village in his or her hands or in the hands of any person or corporation for his or her use beyond the time which may be prescribed for the payment of the same to the treasurer; any violation of this provision will subject the village collector to immediate removal from office.
   (E)   The village collector shall receive all applications for license, fees for license, inspections and permits, including fees for building and engineering permits, and all other fees that may be authorized by the village board of trustees for collection; also compensation for franchises, collection of special assessments when authorized by the board of trustees, special taxes and taxes in the nature of special assessments, and all other payments of money not otherwise specifically provided for.
   (F)   The village collector is authorized to receive the collection of all fines to be paid over to the village relating to the violation of any village ordinance, where fees or collections are involved on behalf of the village.
   (G)   The village collector shall perform other duties as may be prescribed for his office by statute or by ordinance.
