The Health Officer shall make or cause to be made investigation as he deems necessary to determine whether the applicant's automatic food vending machine and automatic food vending operations comply with all the provisions of this code relating to health, sanitation and food and with all other applicable provisions of this code. No license shall be issued to any applicant whose automatic food vending machine and automatic food vending machine operations do not comply with the applicable provisions of this code. The Health Officer shall indicate on the application for a license the results of his investigation and his approval or disapproval of the application.
