Applications for the license shall be made to the Village Clerk in writing and shall state the location intended to be occupied. Upon receipt of the application the Village President or any person authorized by him or by the Board to do so shall investigate the character of the applicant and shall report to the Clerk the result of the investigation. No license shall be issued to any person of bad character nor to any person who shall have been convicted of receiving stolen goods, burglary or robbery.
