No person, firm or corporation shall operate or conduct a secondhand store in the village without having first obtained a license therefor or without complying with the provisions of this chapter. The annual license fee for a secondhand store shall be in the amount set forth in the comprehensive fee schedule set forth in Section 12.02 of this code and no license shall be issued except upon payment of this fee.
