There is hereby created the office of village administrator for the village. The village administrator shall be appointed by the village president with the advice and consent of the village board for a term not to exceed the term of the village president. (For the purposes of definition the "village board" is defined as consisting of the president and board of trustees.) He shall be chosen for his executive and administrative qualifications with special reference to his actual experience in or his knowledge of accepted practice in respect to the duties of his office hereinafter set forth. At the time of his appointment he need not be a resident of the village, but during his tenure of office he shall reside within the village. No board member shall receive such appointment while he is serving in that capacity. The village administrator shall receive such compensation as the village board shall fix from time to time by ordinance or resolution.
