For theatricals which are to be presented in premises which are not covered by an annual license, the fee to be paid shall be in the amount set forth in the comprehensive fee schedule set forth in Section 12.02 of this code; provided that no theatrical shall be presented in or on any premises or buildings which do not fully comply with the requirements of the ordinances relating to buildings to be used for theatricals.
