§ 112.071 CONDITIONS AND REGULATIONS; VIOLATIONS.
In addition to any other condition or regulation contained in this chapter, or in the state statutes, the following conditions and regulations shall be applicable to and shall govern and control the business of keeping or providing coin operated amusement devices for public use within the village:
   (A)   The walls, ceiling or floor, or any combination thereof, or the building structure, or portion thereof, containing the devices shall be insulated or otherwise constructed so that no noise or vibration that is detectable without the aid of any mechanical device or instrument will be allowed beyond the outer perimeter of the licensed premises.
   (B)   No coin operated amusement device shall be used for purposes of or in connection with the wagering of money, goods or merchandise upon the outcome of the use or manipulation of the device, or otherwise used for purposes of gambling, except as expressly permitted by § 134.08 of this code.
   (C)   Use of machines by any person under 16 years of age shall not be permitted from 8:00 a.m. to 4:00 p.m. on normal school days (except vacation or holiday) or from 9:00 p.m. to 8:00 a.m. on any day, unless accompanied by a parent or legal guardian.
   (D)   At all times during the hours of operation of the licensed premises, a manager shall be present who has filed the required application information with the village clerk. Each manager shall be of good moral character, shall not have been convicted of any felony, or other offenses as set forth in Illinois Compiled Statutes chapter 720, act 530, section 0.01 et seq., and shall be capable of providing adequate control and supervision of the licensed premises, and use of the coin operated amusement devices therein.
   (E)   Upon a change of a manager conducting business for the licensee, the licensee shall, within 10 regular business days, give the village clerk written notice of the change by actual delivery, or by registered or certified mail. The licensee shall thereafter, as promptly as practicable, but in any event within 5 regular business days, provide the information concerning the new manager which is required by this chapter.
   (F)   All coin operated amusement device businesses shall comply with the provisions of the village zoning ordinance.
