The applications for the licenses shall be made to the Village Clerk and shall specify the place in or on which the carnival or circus is to be conducted. The license shall be granted upon the condition that there is not being set up or operated any gambling device, lottery, number for paddle-wheel, number board or other game of chance or any lewd lascivious or indecent show or attraction making an indecent exposure of person, or suggesting lewdness or immorality. It shall be unlawful for any licensee to operate or to permit any gambling or to operate any gambling device, lottery, number or paddle- wheel, number board, punch board, slot machine, pinball machine or any other game of chance or to permit any lewd lascivious or indecent show or attraction making any indecent exposure of the person suggesting lewdness or immorality. The fee for carnival or circus license and each daily side show shall be in the amount set forth in the comprehensive fee schedule set forth in Section 12.02 of this code.
