No person, firm or corporation shall operate, maintain or conduct a billiard, pool, bagatelle or pigeon hole table open to the public without having first obtained a license therefor as herein required. All applications for the license shall state thereon the intended location of the place of business and the number of tables to be used therein. The annual fee for any license shall be in the amount set forth in the comprehensive fee schedule set forth in Section 12.02 of this code.
