§ 111.22 TRAINING PROGRAM REQUIRED.
   (A)   Training is required as follows:
      (1)   The original or renewal application for each class of license except a Class G license shall be accompanied with proof of completion of a certified and approved Beverage Alcohol Sellers and Servers Education Program, TIPS, BASSET, CARE, TAMS or LIFE, for all persons who serve or sell alcoholic beverages pursuant to that license.
      (2)   The original or renewal application for each class of license except a Class G license shall be accompanied with proof of completion of a certified and approved Beverage Alcohol Sellers and Servers Education Program, TIPS, BASSET, CARE, TAMS or LIFE, for the manager of the licensee.
      (3)   All persons who serve or sell alcoholic liquor shall, prior to serving or selling any alcoholic liquor within the Village, register for an approved TIPS, BASSET, CARE, TAMS or LIFE training course. Course to be completed within 90 days of employment with the establishment. Registration of employees is the responsibility of the licensee.
      (4)   All persons who serve or sell alcoholic liquor, including the manager of every licensee, shall, within 90 days from the beginning of their employment with that licensee, complete an approved TIPS, BASSET, CARE, TAMS or LIFE Training Program and shall until completion of the TIPS, BASSET, CARE, TAMS or LIFE Program, work under the supervision of a person who has completed the TIPS, BASSET, CARE, TAMS or LIFE Program.
      (5)   A photocopy of the certificate of completion of the TIPS, BASSET, CARE, TAMS or LIFE Program will be on file with the Village and maintained in the manager's office on the premises of the licensee.
      (6)   TIPS, BASSET, CARE, TAMS or LIFE completion cards are to be carried and exhibited on demand. Every student who has successfully completed the TIPS, BASSET, CARE, TAMS or LIFE Training Program shall have his/her TIPS, BASSET, CARE, TAMS or LIFE completion card in his/her immediate possession at all times when selling or serving alcoholic liquor within the Village and, for the purpose of indicating compliance with this requirement, shall display his/her TIPS, BASSET, CARE, TAMS or LIFE course completion card upon demand made by a Village police officer or other agent authorized by the Liquor Commissioner.
      (7)   Employees of liquor license establishments that are of a "temporary status" (Christmas, summer help, etc.) whose employment does not extend past 90 days from the date of employment are not required to complete the training program but must, for the duration of their employment, work under the immediate supervision of a person who has completed the TIPS, BASSET, CARE, TAMS or LIFE Training Program. Proof of employment hiring date to be exhibited upon demand of a Village police officer or other agent authorized by the Liquor Commissioner. "Temporary status" sellers and servers must also contact the Village to advise of name, establishment and hiring date prior to selling or serving any alcoholic liquor within the Village. Responsibility for registration of all "temporary status" employees rests with the licensee.
   (B)   It shall be unlawful to permit any person in any class of license except a Class G licensed establishment to serve or sell alcoholic beverages unless that person has completed an approved TIPS, BASSET, CARE, TAMS or LIFE Training Program as required by this section or employ a manager in any class of license except a Class G licensed establishment unless that person has completed an approved TIPS, BASSET, CARE, TAMS or LIFE Training Program as required in division (A) of this section.
   (C)   In addition to other penalties imposed in this chapter, a person violating any regulation of this chapter may be required to again complete an approved TIPS, BASSET, CARE, TAMS or LIFE Training Program as required in this section.
