Any person, firm or corporation making any excavation or tunnel in or under any street, roadway or other public place shall restore the surface thereof to its original condition. Refills shall be properly tamped down and any bracing in the excavation or tunnels shall be left in the ground. Any opening in a paved or improved village street or other public place shall be repaired and the surface relaid by the applicant subject to the approval of the village engineer.
