The President shall vote:
(A) Where the vote of the Trustees has resulted in a tie; or
(B) Where 1/2 of the Trustees elected have voted in favor of an ordinance, resolution or motion even though there is no tie vote; or
(C) Where a vote greater than a majority of the Board is required by statute to adopt an ordinance, resolution or motion. The passage of all ordinances for whatever purpose, and any resolution or motion to create any liability against the Village or for the expenditure or appropriation of money, shall require the concurrence of the majority of all members elected to the Board of Trustees, including the President, unless otherwise expressly provided by statute.
