In carrying out the provisions of this chapter, the village president and the coordinator of the emergency management agency are directed to utilize to the fullest all personnel, equipment, supplies and facilities of the village in their preparations for disaster mitigation. All officers and personnel of the various village divisions and departments are directed, as practicable, to assist with this mitigation process.
