Whenever the federal government or any agency thereof or whenever any person, firm or corporation shall offer to the village services, equipment, supplies, materials, or funds by way of gift or grant for purposes of emergency management, the village, acting through the village president or through the village administrator, may authorize an agent of the village to receive such services, equipment, materials or funds on behalf of the village.
