(A) The emergency management agency shall take an integral part in the development and revision of local and interjurisdictional disaster plans.
(B) In the development of local and interjurisdictional disaster plans, the emergency management agency shall interrelate with business, labor, industry, civic and volunteer organizations and community leaders.
(C) The emergency management agency shall:
(1) Determine the requirements of the village for food, clothing and other necessities in the event of an emergency;
(2) Promulgate standards and requirements for local and interjurisdictional disaster plans, in accordance with state and federal guidelines;
(3) Periodically review local and interjurisdictional disaster plans and recommend revisions pursuant to state and federal rules;
(4) Establish a register of persons with types of emergency management training and skills in mitigation, preparedness, response and recovery;
(5) Establish a register of government and private response resources available for use in a disaster;
(6) Develop an earthquake awareness program and a tornado awareness program and distribute earthquake and tornado preparedness literature to schools, community groups, newspapers and local radio and TV and civic organizations;
(7) Disseminate all information, completely and without delay, on water levels for lakes, streams and rivers and any data pertaining to potential flooding supplied by the division of water resources within the Illinois department of transportation to the maximum extent possible;
(8) Prepare, for issuance by the village president, ordinances, proclamations and regulations necessary or appropriate in coping with disasters;
(9) Cooperate with the federal, state and county governments and any public or private agency or entity in achieving any purpose of this chapter and in implementing programs for disaster prevention, preparation, response and recovery;
(10) Initiate and coordinate planning for:
(a) The establishment and maintenance of an emergency operating center (EOC);
(b) The implementation and maintenance of a warning system to all schools, hospitals, nursing homes, public buildings, business and industrial buildings, etc.;
(11) Do all other things necessary, incidental or appropriate for the implementation of this chapter;
(12) Coordinate the recruitment of volunteer personnel and agencies to augment personnel and facilities of the village for emergency service purposes;
(13) Prepare and keep current an emergency operating plan for its geographic boundaries;
(14) Prepare and distribute to all appropriate officials in written form a clear and complete statement of the emergency responsibilities of all local departments and officials and of the disaster chain of command.
