It shall be unlawful to operate a kennel, pet shop or veterinary hospital anywhere within the corporate limits of the village without first securing a license therefor. The annual license fee shall be $25. No license shall be required, however, from any business establishment wherein the main business purpose (i.e., dime stores, department stores and the like) is other than that of a pet shop or kennel, as hereinafter defined, and where there is only an occasional sale of pets.
