Any driver of a vehicle upon meeting another vehicle shall turn to the right side of the roadway as far as may be necessary in order to avoid collision with such vehicle. Further provided that it shall be unlawful to operate any vehicle upon the left hand side of any roadway except when necessary because of obstruction.
