§ 71.02 TRANSPORTATION FACILITIES FEE; RESIDENTIAL HOUSEHOLDS.
   (A)   All households in the village, whether single-family or multi-family or owned or rented, shall pay a yearly fee set forth in the comprehensive fee schedule set forth in Section 12.02 of this code covering their transportation facilities fee except as stated in division (B) of this section. The transportation facilities fee will be billed in 6 equal installments on the household's sewer and water bills.
   (B)   Subject to the provisions of division (C) of this section, a reduced transportation facilities fee shall apply in the amount set forth in the comprehensive fee schedule set forth in Section 12.02 of this code for the following households:
      (1)   Any household having a senior resident (62 years of age and older) who owns or rents the household property.
      (2)   Any household having a handicapped resident as evidenced by the issuance of a handicapped license plate or placard issued by the Illinois secretary of state's office to a person residing at the household address. Temporary handicapped placards issued by the Illinois secretary of state's office shall not meet the criteria of this division.
      (3)   Any household where residents do not own a motor vehicle or regularly garage, store or park a motor vehicle overnight in the village shall not pay a yearly fee.
      (4)   Any household having 1 active military resident who owns or rents the household property and if there are 2 or more military residents both of whom own or rent the household property there shall be no fee.
   (C)   Any household seeking a reduced rate as specified in division (B) of this section shall fill out an application and provide proof sufficient to the village of their meeting the criteria for the lower fee. The lower fee shall be applied at the point when listed exceptions are approved by the village.
