The superintendent of sewer and water shall have supervision over all buildings and equipment used in the furnishing of water and sewer service. He shall see that the waterworks and sewerage systems are operated in an economical, businesslike basis, and for this purpose it shall be the duty of the superintendent and all of the officers and employees of the department to enforce all the provisions of this chapter and to carry out the orders and directions of the mayor and board of trustees. He shall prepare and keep in his office a complete atlas of the waterworks and sewerage systems, with all valves, hydrants, water service connections and other appurtenances distinctly recorded therein.
