The sewer and water department under the direction of the superintendent of sewer and water and other officers and employees as may be from time to time lawfully appointed, shall have the supervision and management, subject to control of the mayor and board of trustees, of the maintenance, enlargement and operation of the waterworks and sewerage systems owned and controlled by the village, the procuring and selling of water, and all meters and things connected with the operation, maintenance, and extension of the waterworks and sewerage systems, and preserving the property belonging thereto. The sewer and water department shall be subject to the direction of the village administrator on a day to day basis.
